As soon as I click on a link or hit the reload button or press enter in the address bar, OWB then does the quitting.
It's not that I'm too impatent or something, between these 2 steps you can wait as long as you want. I think this bug has been intruduced in 3.31 (or 3.30, not sure, sorry, but somewhere there).
