If you shutdown OWB and then restart it having the "restore session" setted to "ask" (in "Prefs/Privacy") this check will always work normally so each time you restart OWB you will have the correct requester that ask you if you want to open an already saved session or not.
But even if you click on yes, the old session will be not restored
I try to reproduce the exact bad behaviour to see why and how this happen and i note that this happen when you close a previous OWB session during the loading of a page (so a page not completely loaded), then, when you restart OWB you will see that the session will not be restored at all
Of course it may happen also in a different way, but i note that this test is reproducible almost at 100%
This is not a new bug, it was afflicted also all the other previews OWB (with MUI 3.9 WIP) versions
