Title:Local files with umlauts not useable
Version:3.28
Description:Files with Umlauts and special chars in it's name will refuse to be loaded by OWB.

I get a file:///RAM/Geb%C3%BChrenfrei_Rechnung_31.05.2010-1.htm failed! if i try to use a file with german Ü.
After renaming the file to use UE instead, everything works fine

Can this be fixed or is this a problem with the codeset code in OS4
