Below "Søk på stillingen" click "Søk her" which takes you to a new page.
On this page, select Choose File and select a file, like a PDF document, and click "Last opp fil". The file should now be uploaded (don't worry you can remove it before sending anything away) but nothing happens.
In OWB 3.15 and IBrowse this works fine.
