You can change that in the advanced settings:

At the URL bar, enter about:config
It will ask you to confirm

In the filter field, type mousewheel

Search for mousewheel.withnokey.sysnumlines and make sure it's set to false (right click on true and toggle if not false).

This should fix it. mousewheel.withnokey.numlines gives the amount of lines to scroll.

I'll make sure that the next version has sensible defaults there
