I tried to use the OWB 1.5 68K but it asks for BB2 (exec 45), although that I have it installed. I tried it on Amikit and on an OS3.9 installation that I have.
Make sure you are using the exec from AmigaOS 3.9 BB2, the exec.library version schould be 45.20.
AFAIK AmiKit includes "AfA" from Bernd Rösch, if it's enabled by default in AmiKit you have to disable it's broken exec patches.
